Often, yes — introductory clinics and "try it" sessions almost always supply paddles and balls, and there is no reason to buy your own before your first lesson. Ongoing series and leagues are more mixed, and the listing or the department's page will say what is provided.
"Beginner", "Intro" and "101" all mean no experience assumed, and they are the right entry point even if you have played a few casual games. "Skills and drills" and "intermediate" assume you can already sustain a rally and are working on shot selection and positioning. If you are unsure, start at the lower level.

Parks departments run youth and teen programmes alongside adult ones, and many also run senior-specific sessions during weekday mornings, which tend to be slower and more social than the evening adult classes. Age ranges are listed on each activity, and classes marked 18+ or 50+ are usually enforced at registration.
Pickleball has the lowest fitness barrier of any racket sport — the court is small, the ball is slow, and doubles means you cover less ground. If you can walk briskly for half an hour you can play. The main adjustment for older players is the non-volley zone rule, which keeps players from camping at the net and is the reason the game stays gentle on knees and shoulders.
